Strategic Investment Fund

Our Strategic Investment Fund is a new approach to how the Combined Authority funds projects. It recognises the importance of building communities that are fit for purpose and puts social value at the heart of what we do.

How will the Strategic Investment Fund be used?

As a Combined Authority, we have already identified projects that we can support with the fund, including:

  • Ultra-fast broadband for every borough, delivered by building a fibre ‘superspine’, that will connect all six of our constituent districts.
  • A new smart ticketing system for public transport, to make it easier and faster to travel around the city region.
  • Help for our high streets, through a £5 million Town Centre Fund that will help regenerate towns throughout our city region.
  • And a new generation of Mersey Ferries.

Devolution gives us the opportunity to do things differently – and one of the ways we will do that is by making clear to those who apply for funding, that they will have a better chance of success if their bids demonstrate positive social impact on our communities. These are the projects that promise to use local labour, refuse to use zero-hour contracts, create apprenticeships and pay the real living wage.


Funding Available


The £25m LCR Urban Development Fund is a new funding route to foster smart, sustainable and inclusive growth for our Liverpool City Region.

Metro Mayor announces £1.1m boost for innovative local businesses

Metro Mayor Steve Rotheram has announced £1.1m of funding from the Future Innovation Fund Pilot to 22 local SMEs who have continued to innovate during the COVID-19 pandemic, contributing to the city region’s economic recovery.
