New Senior Appointments at Liverpool City Region Combined Authority
Liverpool City Region Combined Authority has appointed to two key leadership roles.
Tim Games has been appointed as Executive Director, Investment and Delivery, and Camilla Mankabady has been appointed to the role of Director of Strategic Communications and Corporate Affairs, following a rigorous, competitive national recruitment process.
Tim has over 20 years’ experience in the public sector, across government departments, local government and housing. He currently leads the Combined Authority’s Devolved Programmes covering skills and careers and the CA’s social and labour inclusion and mobility programmes, working with government and partners to improve outcomes for the region’s residents.
Before joining the Combined Authority in 2022, Tim was the Assistant Director for Strategic Change at Wirral Council, where he led the programme portfolio including investment and change. He has experience across investment, assets, major programmes and assurance.
Tim said:
“Since I first joined the Combined Authority in 2022, I have seen the way that our investments and programmes – to deliver employment, skills, and decent housing, to tackle homelessness and digital exclusion, and much more – are having a hugely positive impact for our residents.
“I’m very pleased to now be taking up this Executive Director role, leading on these vital areas and to driving forward this important work with our brilliant teams.
“This is an exciting time to be taking this key leadership role. Further, deeper devolution of powers and funding to the city region will bring huge opportunities to do even more to grow our economy and deliver for all our residents, and I am looking forward to playing my part in this.”
Camilla joins the Combined Authority from Liverpool City Council, where she has been Director of Communications for the last six years. Her achievements include the multi award-winning strategic campaign for Eurovision 2023. She also led the communications to support the council through the publication of a Best Value Report, its pioneering role in Covid-19 testing, and the launch of the Pandemic Institute.
She spent 20 years running flagship TV network newsrooms, across both BBC News and ITV News. She was the programme editor for both the BBC’s Ten O’Clock News and ITV’s News at Ten. Camilla has also worked in Europe launching key shows for Euronews, in collaboration with the US-network NBC.
In 2018, Camilla was nominated for a BAFTA for her news programme’s coverage of the Grenfell Fire disaster.
Camilla said:
“This new role at the heart of the Combined Authority is an exciting opportunity to put the Liverpool City Region at the heart of the devolution conversation. My team and I will work hard to support the Mayor’s vision, the work of his Cabinet, and to ensure that residents right across the region feel empowered and enthused. Working in public service is a privilege and I can’t wait to start telling the next chapter of our region’s story.”
The key leadership roles come early on in Mayor Steve Rotheram’s third term of office and will play pivotal roles in leading the delivery of the Mayor’s and Combined Authority’s strategic plans to grow the city region’s economy.
Working closely with the Combined Authority’s six constituent local authorities, partners and with central Government, Tim and Camilla will provide strategic advice to the Mayor and Chief Executive and lead the delivery of strategic investment, business support, devolved programmes, and communicate the work of the Authority to the region’s 1.6 million residents, stakeholders and government.
Welcoming the appointments, Mayor Steve Rotheram said:
“Since the Combined Authority was first established, the scope of our work has changed enormously. We have achieved huge progress for the Liverpool City Region, including 60,000 new jobs for our residents, tens of thousands of training opportunities, a £500 million investment in new, state-of-the-art, publicly owned trains, and taken the landmark decision to take our buses back into public control by 2027.
“But I’m hugely ambitious for what more we can achieve in my third term of office, focussing on innovation, growing our economy, and ensuring no-one is left behind.
“These two key appointments will play vital leadership roles in delivering my plans to make our area the best place to grow up, grow a family and grow a business.”

Tim will take up his new role on 1 January 2025. Camilla’s start date is yet to be confirmed.
