This is what the Liverpool City Region Growth Plan (LCRGP) aims to do. It’s a 10-year blueprint to increase productivity and improve prosperity. With a timeframe of this scale and a clear guiding mission, we can define exactly where the region wants to go – and what it needs to get there. A 10-year horizon enables us to make long-term investments into our people and our places, enhances stability and resilience in an uncertain world, and accelerates our pathway to greater devolution.
Demonstrating long term policy thinking also builds investor confidence. Backed by evidence and political commitment, through the LCRGP investors and businesses will see a stable, collaborative, and innovative City Region – and in turn help deliver on our growth ambitions.

The Government’s Industrial Strategy also has a 10-year horizon, setting out the country’s long-term goals to grow future-facing industries, bolster business investment, and create a more resilient and green economy. With the LCRGP closely linked to this, we can capitalise on our strengths in our key sectors in the City Region, align priorities, and contribute to a stronger UK economy.
The Plan’s central mission to improve productivity is a complex and generational puzzle to solve. Rather than one policy, it takes time, partner coordination, and multiple elements coming together to tackle interconnected, structural challenges. Central to the LCRGP is a ‘whole system’ approach that sets out to do just that. This means no quick fixes, but proper planning for the future – across skills, strategic infrastructure, housing, and more – that will truly shift the dial on the economic situation.
The LCRGP is more than a document, it’s a decade-long commitment to building a better future – one built on collaboration and innovation – where everyone can thrive with good jobs, in sustainable places and strong communities. Together, with this vision and commitment from partners, we can properly plan for the future, not just respond to the now.
