Baltic Ventures today published its first Impact Report, documenting the organisation’s contribution to startup growth, investment attraction and ecosystem development across the Liverpool City Region since launching in 2023.
Established following a £4.1m investment from the Liverpool City Region Combined Authority, Baltic Ventures was created to strengthen the region’s early-stage technology ecosystem and support ambitious founders to start, build and scale companies from the city region.
The report shows that between May 2023 and January 2026, Baltic Ventures supported 54 companies through its Accelerator and Launchpad programmes, helped create 98 jobs, and supported more than 300 founders through programmes, workshops and bootcamps.

Companies supported through Baltic Ventures have gone on to raise £12.144m in follow-on funding from private investors and grant funders, while the Baltic Ventures Angel Syndicate has invested £1.32m into 30 early-stage technology businesses.
The report highlights the growing strength of the Liverpool City Region’s innovation economy across key growth sectors including artificial intelligence, digital health, creative technology, Net Zero and inclusive growth.
Baltic Ventures’ portfolio includes companies developing AI-powered digital humans, healthcare technologies, circular economy solutions, clean technology infrastructure, educational technology and next-generation digital products, helping translate the city region’s innovation strengths into high-growth businesses with local roots and global relevance.
The report also demonstrates Baltic Ventures’ role in attracting investment and opportunity into the Liverpool City Region. Over the last three years the organisation has secured £1.44m in corporate funding and sponsorship, hosted more than 100 ecosystem events attended by over 7,500 founders, investors and partners, and built relationships with leading investors from across the UK.

Steve Rotheram, Mayor of the Liverpool City Region, said:
“I’ve always believed that people in the Liverpool City Region are every bit as talented, ambitious and creative as anywhere else in the country. My job is to make sure they’ve got the opportunities and support they need to turn great ideas into successful businesses without feeling they have to leave the area to make it happen.“Our investment in Baltic Ventures was about backing that ambition, and the results have been really encouraging. More than 50 businesses have been supported, almost 100 jobs created and over £12m of follow-on investment secured. It’s helping to create the kind of economy we want to see in our region: one that backs local talent, creates opportunities for our people and gives the next generation of entrepreneurs the confidence to build their
future here.”Carl Wong, Chief Executive Officer of Baltic Ventures, said:
“When we opened the doors to Baltic Ventures in 2023, our ambition was to help ensure that founders building ambitious technology companies from Liverpool City Region had access to the same networks, opportunities and support available in more established startup hubs.“Three years on, this report demonstrates what becomes possible when talented founders are backed with investment, coaching, community and belief. The founders are here. The opportunities are here. And Liverpool City Region’s innovation economy continues to grow in strength and ambition.
While we’re proud of what has been achieved so far, this report is ultimately a reflection of the founders, investors, partners and supporters who have helped build momentum around the region’s startup ecosystem.”
The publication forms part of a wider impact campaign launching this week, including the release of Built Here, a new documentary series exploring entrepreneurship, innovation and founder journeys across the Liverpool City Region.
The campaign will showcase the founders, investors, partners and organisations helping shape the next generation of high-growth businesses in the region, while providing an accessible view of the economic and social impact generated through Baltic Ventures since its launch.
Key findings from the report include:

Ten ambitious digital-tech companies joined the Baltic Ventures Accelerator 2025 programme.
