Job Description:

The Combined Authority: Our aim is for a stronger, cleaner and fairer Liverpool City Region. We work in partnership to use our devolved powers and funding to develop, fund and deliver projects in the best interests of our constituent local authorities, businesses, organisations and 1.6m residents. Since the formation of the CA four years ago, we’ve already made good strides, with some highlights here []

The Team: The Commercial Development & Investment Team works to develop strategic projects and make investments in areas that have a real impact on our communities, such as the business & innovation ecosystem, economic infrastructure, town centre regeneration, culture and housing. Whilst we will always be operating in an area of “market failure”, where possible, our investments seek to generate financial returns to fund future economic development projects in the City Region. By using our devolved powers, we can make a real and meaningful difference to the lives of the people living and working here.

The Fund: The LCR Urban Development Fund is a £25 million revolving fund managed under the Combined Authority’s Strategic Investment Fund framework. The fund supports the development and delivery of an integrated approach across the City Region, which focusses on meeting identified local needs and opportunities. The fund can invest in projects that support research and innovation, enhancing SMEs’ growth and competitiveness, and helping companies and organisations transition to a low carbon economy. The LCR Urban Development Fund is backed by the 2014-2020 ERDF England Operational Programme and it is funding route to foster smart, sustainable and inclusive growth for our Liverpool City Region.

You: We are looking for people who are passionate about supporting the aims of the Combined Authority, who are self-starting, highly motivated, commercially minded and show a willingness to go the extra mile for the team. Our team comes from a range of backgrounds and experience, including team members with finance, legal and property development and management. This has been gained in a variety of private and public sector roles. We encourage applications from diverse backgrounds.

Role: We are looking for a Fund Manager to help develop and invest in key commercial projects to deliver the current £25m Urban Development Fund and future priorities.

Examples recent project include:

–          £8.4m Project Violet ( investment to support the expansion of Sci-Tech Daresbury’s campus with c.42,000 sqft of grade A office accommodation and R&D space across three buildings and associated infrastructure works; or

–          the refurbishment of Liverpool’s first public library to develop state-of-the-art office space, and recording studios for the creative and digital sectors, supporting a core strength of the City Region (

You will develop projects from inception through structuring, execution and into delivery, working as part of a team but also as an individual on your own initiative. You can influence stakeholders and build strong relationships, can demonstrate financial, legal and sector expertise, and will report to audiences that may range from the political, the professional and the public.
