Job Description:

Liverpool City Region Combined Authority

Legal, Democratic Services and Procurement

Major Projects Lawyer

SCP51-55 (£62,503 – £70,340)

The Liverpool City Region Combined Authority was created in 2014 and became a Mayoral Combined Authority in 2017.  This introduced a new layer of governance into the City Region and is part of increased regional devolution by the Government.  Significant sums of money have been granted to the Combined Authority to support regeneration and projects that transform the City Region.

We are looking to recruit an experienced Major Projects Lawyer to work for both the Combined Authority and Merseytravel.  The postholder will be required to undertake a wide and varied caseload and provide legal support to both the Combined Authority and Merseytravel.  The Combined Authority is co-located with Merseytravel and its corporate services (including legal services) are shared with both legal entities.  This is a new additional post to the team to recognise the new arrangements.

The postholder will be responsible for protecting the interests of the Combined Authority and Merseytravel by advising upon, drafting and negotiating complex legal agreements.  The postholder will support both innovative and major redevelopment projects.  These projects will make significant contribution to regeneration within the Liverpool City Region.  This will require bespoke legal drafting and the development of novel legal solutions to secure client and regional objectives.  The successful candidate will be required to advise upon complex legal structures to secure project delivery and in some instances a financial return to the Combined Authority/ Merseytravel.  Further the postholder will have the opportunity to provide advice to a range of public and public owned company entities.

You will be a qualified solicitor or barrister with at least five years post qualification experience.  You will have worked at a senior level within your current and/or former roles.

Experience of structuring financial deals and commercial legal experience is essential for this role.  Experience of developing company structures is desirable.

You must be enthusiastic, motivated and determined to deliver results and be able to work as part of a busy team.  As the Major Projects Lawyer you will be able to draw support from a team of lawyers but will not have management responsibility for the team.
