Job Description:

The Liverpool City Region Combined Authority’s Mayoral Programme Delivery team is a group of project and programme professionals who lead on some of the most exciting and transformational projects and programmes in our City Region.

This team is about turning our organisation’s ideas and priorities into tangible projects and delivering them to make a positive difference for the 1.6m residents of the Liverpool City Region.

One of our corporate priorities is to make Liverpool City Region the most digitally connected in the UK, and to achieve this in a way that leaves no-one behind.  LCRCA has already embarked upon an innovative joint venture – LCR Connect – with the private sector, in which we are delivering a new gigabit-capable fibre network for the City Region.  But our ambitions don’t end there. The next phase of our work will develop and execute additional projects that maximise the amount of digital Infrastructure in the City Region and tackle digital exclusion.

This work will include:

  • overseeing the construction of the LCR Connect network and its transition into commercially successful operation, playing an Executive role in the Joint Venture company with the private sector;
  • leading co-ordinated engagement with fixed and wireless operators to secure delivery of new infrastructure within our City Region;
  • working with and supporting our Local Authorities with the right strategies, policies and processes across a wide range of domains (e.g. Highways, Streetworks, Economy & Regeneration, Planning, People, IT etc) that result in an increase in digital infrastructure and the realisation of benefits for residents, businesses and visitors;
  • supporting the digital infrastructure aspects of LCRCA policy development across multiple domains (e.g. Housing, Spatial, Net Zero etc);
  • supporting the collaboration between social housing providers and industry to maximise connectivity & take-up among social housing tenants;
  • developing new / existing interventions and working with groups across LCR to amplify the impact the work that is tackling digital poverty;
  • developing an LCR-wide approach to Smart Cities and the deployment & use-cases for wireless technologies.

As a Programme Manager, you will occupy a senior position in the team.  Not only will you lead some of our most innovative and complex work, but you will also help to develop our function and staff.  You will lead a team of Project Managers / Junior Project Managers. With the support of our centralised PMO and our Project Management Framework, you will have the autonomy to determine the best way forward for the programme, motivating and leading your team throughout the programme lifecycle.

We are seeking a highly motivated and forward-thinking individual to both shape and lead this exciting digital agenda.  The right candidate will be an experienced programme leader with all of the technical programme management competencies that go with it.  It is essential that you have with deep commercial skills.  You will also be a subject matter expert on digital Infrastructure and an expert on proven digital connectivity strategies in local government.
