Liverpool City Region Local Business Support Grants

Since the start of the pandemic, the Combined Authority and its six constituent Local Authorities have been working hard to support businesses.

The local authorities – Halton, Knowsley, Liverpool, Sefton, St Helens and Wirral – have made £300 million of government grants available to businesses.

And the Combined Authority has rolled out our own emergency fund of up to £40million in a bid to protect Liverpool City Region’s businesses from the huge economic impact Covid-19.

Use the tool below, to find out your business’s eligibility for COVID-specific grants from the Combined Authority and its six local authorities.

Local Restrictions Support Grant (Closed) Addendum

This is a sum of ongoing funding which you will receive on a regular basis whilst your business is ordered to remain closed. The amount you receive will be based upon the Rateable Value of your premises and can be found below.

The following thresholds apply to LRSG (Closed) Addendum: 5 January onwards:

a) Businesses occupying hereditaments appearing on the local rating list with a rateable value of exactly £15,000 or under on the date of the commencement of the widespread national restrictions will receive a payment of £2,001 per 42-day qualifying restriction period.

b) Businesses occupying hereditaments appearing on the local rating list with a rateable value over £15,000 and less than £51,000 on the date of the commencement of the widespread national restrictions will receive a payment of £3,000 per 42-day qualifying restriction period.

c) Businesses occupying hereditaments appearing on the local rating list with a rateable value of exactly £51,000 or above on the commencement date of the widespread national restrictions, will receive £4,500 per 42-day qualifying restriction period.

Lockdown Grant

This is a one-off sum of grant funding. The amount you receive will be based upon the Rateable Value of your premises and can be found below.

The one-off top-ups will be granted to closed businesses as follows:
£4,000 for businesses with a rateable value of £15,000 or under
£6,000 for businesses with a rateable value between £15,000 and £51,000
£9,000 for businesses with a rateable value of over £51,000
any business which is legally required to close, and which cannot operate effectively remotely, is eligible for a grant

Top up payment

We will be emailing all applicants that received grants in Round 1 and Round 2, to advise that that a "top up" payment will be launched. There is no need to contact your local authority as they will be using the email address and your unique reference number (URN) to contact you.

As a direct response to the new measures imposed by Government on 5th January 2021, Local Authorities in the Liverpool City Region, is making an additional payment to businesses that received Hospitality and Leisure Grants ( First Round: October 2020), and Expanded Hospitality, Leisure and Retail Grants (Second Round: November 2020). Businesses will be required to complete a self declaration to confirm all details previously provided remain applicable in order to receive a payment and this Top up Payment.

Scheme is expected to be launched on 28th Jan 2021.

You may be eligible for the Local Business Support Grant (Round 3)

To support eligible businesses that are facing challenges under the national lockdown, which was imposed on 5 January 2021, a new £10m fund, the Local Business Support Grant, has been created by the Liverpool City Region Combined Authority.

The Local Business Support Grant is administered by each of the six local authorities that form the Combined Authority, namely Halton, Knowsley, Liverpool, Sefton, St Helens and Wirral.

The grants are aimed at small and microbusinesses that:

  • Have been ordered to close (as from 5 January 2021), are not in the business rates system, are based in commercial premises, and not eligible for Local Restrictions Grant (Closed);
    or
  • Are supply chain businesses that predominantly supply the hospitality and leisure sectors and are based in commercial premises and haven’t received funding from Round 1 or 2;
    or
  • Are self-employed / sole trader / home based business (that work in or supplies the retail, hospitality and leisure sectors) / licensed market trader;
    or
  • Are businesses in any sector that can demonstrate a loss of at least 40% in sales/revenue due to Covid-19 (including self-employed / sole trader / home-based businesses). The grant funding aims to help small and micro businesses in any sector that are not eligible for other grant schemes and that are struggling with a loss of sales/revenue in the current financial year due to the coronavirus/COVID-19 pandemic.

To evidence the loss in sales/revenue of at least 40% and to show trading on or before 31 October 2020, a statement from a qualified, independent accountant using the proforma letter template is required.

An initial “window” will open for receipt of applications for the Liverpool City Region Local Business Support Grant will OPEN for applications from 10.00 am on Wednesday 10 February 2021 and CLOSE at 5.00 pm on Friday 26 February 2021.

It is anticipated that demand for the Local Business Support Grants will the grant funds that are available, so businesses are encouraged to apply as soon as possible.

Local councils will work through applications as fast as possible and emails will be sent to businesses advising them when their application has been processed. This could take up to 4 weeks after the application window closes for the Local Business Support Grant (Round 3).

Businesses are advised not to telephone, email or use third parties to ask for updates on their application.

The Top Up Grant has been created by the Liverpool City Region Combined Authority. This Grant is administered by each of the six local authorities that form the Combined Authority, namely Halton, Knowsley, Liverpool, Sefton, St Helens and Wirral. Only those businesses that received a Hospitality and Leisure Grant (Round 1) or a Hospitality Leisure and Retail Grant Expanded Scheme (Round 2) are eligible to receive a “Top Up” grant.

Businesses do not need to apply for the “Top Up” grant. The local authority that you applied to for the Round 1 and Round 2 grants emailed you on Thursday 27 January 2021. If you have not received the email, please check your Spam or Junk emails.

Top Up grants will be available until Friday 26 February 2021, therefore applications received after this date will not be appraised or processed for payment.
