About Us

As a Combined Authority our purpose is to improve the lives of the 1.6 million people we serve, here in one of the best places in the world.

We are hugely ambitious, determined to deliver a fairer, stronger, cleaner city region, where no one is left behind.

Working in partnership – we will use the powers and funding devolved to us to develop, fund and deliver programmes, projects and a transport system in the best interests of our residents.

In July, we approved our strategic plan, which provides the roadmap to delivery for the next three years and beyond.

It sets out five key priorities – to be a fairer, stronger, cleaner, connected and vibrant city region.

And it recognises three challenges, the cross-cutting themes of recovery, equality and sustainability, that are central to everything we do – and how we do it.

The Combined Authority is led by Metro Mayor Steve Rotheram and spans Liverpool City Region’s six local authorities – Halton, Knowsley, Liverpool, Sefton, St Helens and Wirral. Together we are tackling the big issues that matter to us all, along with our partners and the people of our region.

Through working collaboratively, we can continue to deliver on the responsibilities devolved to us from national government and effectively invest devolved funds to make a real difference for the people who live here.

We have achieved great things in our first four years as a Combined Authority and have solid foundations to build on in the future. Our region is already world-famous for our culture, sport and as a visitor destination. We now have great ambition to grow both our national and international reach for our more recent strengths in key areas like health and life sciences and high-performance computing.

We are working to reach net zero carbon by 2040, ten years ahead of the national target, and green growth schemes such as our Mersey Tidal Power project will drive our economic recovery.

This is the perfect time to join us – at the start of a new Metro Mayoral term, with a newly appointed a Chief Executive and a fresh strategic plan, which provides the roadmap for delivery.

We are now moving forward together at pace, working to achieve the step change we need to deliver for the people of the City Region.
