What we're doing

The Combined Authority is investing £60m in measures to tackle fuel poverty and reduce emissions, which will mean energy efficiency measures can be fitted to the properties of almost 5,500 low-income households.

We have already helped reduce fuel bills in more than 1,300 homes by retrofitting energy efficient measures.

Below you will find general advice about support with energy bills and schemes to make homes more energy efficient.

Discounts or support for energy bills

The Government’s Help for Households page details further support available with energy bills. This includes:

Warm Home Discount – provides eligible households with a discount on their electricity bill of up to £140. You will be eligible for mandatory support if you receive the Guarantee Credit element of Pension Credit even if you get Savings Credit as well on the qualifying day. Contact your electricity supplier.

Winter Fuel Payment – is an annual payment to help older people with the cost of keeping warm in winter. Payments are automatic between November and December to those receiving State Pension or specific benefits. Call the Winter Duel Payment helpline for details on Tel: 03459 151 51.

Cold Weather Payment – is made to eligible households on means tested benefits in areas where exceptionally cold weather’ is forecast or has occurred. Automatic payments amount to £25 per qualifying week between 1st November and 31st March.

Energy Bill Support Scheme

The Government’s Energy Bill Support Scheme is providing every household with £400 (spread over monthly payments from October 2022 to March 2023) towards their energy bills, you do not need to apply for this as it is automatically adjusted for through your monthly bill.

If you are on a pre-payment meter, then you need to redeem your vouchers. Vouchers are only valid for 90 days so you need to redeem vouchers as soon as possible.

Sustainable Warmth Fund

Households across the city region earning less than £30,000 a year could be eligible for energy-saving measures including loft, under floor, cavity wall, internal wall and external wall insulation and low carbon heating and energy systems such as heat pumps and solar panels.

The Sustainable Warmth Fund is being delivered in Halton, Knowsley, St Helens and Wirral by the Liverpool City Region Combined Authority (LCRCA) in partnership with those local authorities, and contractors Everwarm and Next Energy.

The scheme is also available Liverpool and Sefton via the local authorities.

Residents in Halton, Knowsley, St Helens, and Wirral, can apply for the scheme through Everwarm’s website.

Liverpool residents can apply here and Sefton residents can apply here.
